The “Strasbourg European Capital” triennial contract is a commitment that has been renewed for more than 40 years between the French state and regional authorities, the City and Eurométropole of Strasbourg (EMS), the European Collectivity of Alsace (CEA) and the Grand Est Region to fund operations that encourage and amplify the functions of the European capital as taken on by Strasbourg, the home of the European institutions including the European Parliament, the Council of Europe and the European Court of Human Rights.
Considering the fact that the triennial contract for 2021-2023 covers the period during which France will hold the presidency of the Council of the European Union in the first quarter of 2022, and the 70th anniversary of the European Parliament, the state and regional authorities have decided to focus on highly structuring projects to give it a highly strategic nature.
